Modular homes are a different thing
A garden room under Class 3 can't be lived in. A modular unit someone sleeps in falls under the detached auxiliary dwelling exemption (Class 3A): 32 to 45 m², linked to the house's services, with notice to the council. That's a home, with its own rules, not a garden room.

A kit costs least, from €5,600. It isn't insulated and wired like a fitted room.
Can I put up a flat pack garden room myself?
Many people do with a helper. The base has to be level and square first, and the electrics must be done by a Registered Electrical Contractor.
Does a modular garden room need planning?
Same rules as any garden room: Class 3, up to 30 m² in total and not lived in.
